Around 5 a.m. Dec. 16, a man living in a duplex in the 3700 block of Kipling Avenue made what city spokesperson Jamie Zwilling called "possible threats against himself and others." In response, police blocked off the area and evacuated residents from the other side of the duplex, plus the two houses on either side of the duplex.
